Speaking of impuging, did not Castell & Co. try to impugn the integrity of former Inspector General Mike Brown by laying out a one-sided story without hearing the other side of the story? Facts are Rufus Little nor Larry Tromly are certified public accountants, a prequisite for the positions they hold; secondly, when did Mr. Little pass the Florida Bar, or any bar for that matter? Yet, madame President continues to refer to Mr. Little as Attorney Little and Mr. Tromly as more highly qualified than Mr. Brown. We will provide their qualifications later and you be the judge.

Qualifications of the Inspector General
To insure the University's audits, investigations and management advisory services are performed in accordance with competency and applicable standards, the Inspector General shall possess the following qualification:

(A) Awarded a master's degree from an accredited college or university with a major or concentration in accountacy, business administration, economics, educational leadership, engineering or computer information systems, and 7 years of experience as an internal auditor, investigator or independent post auditor, electronic data processing auditor, accountant, or any combination thereof. The experience shall at a minimum consist of 5 years or supervisory experience and include audits and investigations of departments or units of a university, government or private business enterprises, operating for profit or not for profit.
(B) Possessed a certified public accountant license issued pursuant to Chapter 473, Florida Statues, or a certified internal auditor certificate issued by the Institute of Internal Auditors, earned by examination, and
(C) Passed a background screening - criminal history check.

  1. Castell (CVB) cares nothing about qualifications. Her Attitude since coming to FAMU is to fire the qualified and replace them with someone of lesser quality and experience. This gives her power and control over that person. What happens then is: CVB is armored to continue to carry-out the terrorist actions in which she has achieved fame and a $85,000 raise. How much more can the University take of these terrorist threats or when will it stop? Only the BOT has the answer!!!! The time has come for the alumni to start the recall on Chief Castell and her posse.

  2. Having a juris doctorate means that you are an attorney...Rufus is just not barred...to my knowledge anywhere.

  3. Rufus Little is not recognized as an attorney in the state of Florida if he is not licensed by the Florida Bar Association.

    Having a juris doctorate does not mean you are an attorney, it only means that you have successfully completed three years of graduate
    law study. Passing the bar exam means you are authorized to practice law and gives you all the rights and privileges associated with the title attorney, i.e., attorney at law.

    After checking the Florida Bar link provided by RN, I was unable to verify that Rufus Little is authorized to practice law in Florida.

    Anyone knows otherwise, please post?

    This goes back to the comments posted by anonymous at 10:24 AM - 7/23/06 hiring people that meet the minimum qualifications. Did Rufus Little meet the minimum qualifications without Bar approval and he doesn't have a CPA.

  4. I think its semantics, but by getting your degree you are an attorney. If you take and pass the bar you are able to practice law...Thus, you are a lawyer. he is an attorney nontheless. It is like a person beeing an accountant versus a CPA. You are an attorney wants you graduate. You can practice any form of law unless you are licensed. Nonetheless, i am not suggesting Rufus is or is not qualified for his position. I think he does have some background in compliance, but that's about it.

All States require that applicants for admission to the bar pass a written bar examination; most States also require applicants to pass a separate written ethics examination. Lawyers who have been admitted to the bar in one State occasionally may be admitted to the bar in another without taking an examination if they meet the latter jurisdiction’s standards of good moral character and a specified period of legal experience. In most cases, however, lawyers must pass the bar examination in each State in which they plan to practice. Federal courts and agencies set their own qualifications for those practicing before or in them.

    To qualify for the bar examination in most States, an applicant usually must earn a college degree and graduate from a law school accredited by the American Bar Association (ABA) or the proper State authorities.

  10. i disagree with the comment that if you have a degree in law then you're an attorney. i have a degree in accounting, but that does not make me an accountant. it just means that i've taken the necessary courses to become an accountant. also, if i were going to be an accountant for the university, i know i would have to be a cpa. so just because mr. little has a degree does not make him an attorney. and if he's going to continue to be working for the university, i think it is only fair that he gets licensed through the Florida Bar Association.

With regards to the comment,"All States require that applicants for admission to the bar pass a written bar examination," FYI,in states like Wisconsin and Mississippi, attorneys are sworn into the state bar upon graduation from law school. Dr. Bryant needs neither "fame" nor a "$85,000 raise," because she has done quite well for herself in higher education administration. Dr. Bryant is not pining for dollars. Her record speaks for itself. While leading one of the best community colleges in the U.S. (which is by the way much larger and more diverse than FAMU with a faculty full of Fulbright scholars)she ascended as a well-respected leader in a large metropolitan community like Miami. Her reputation is stellar and her principled behavior is admired by many. After completing similar difficult "cleanup" tasks in Miami, Dr. Bryant knows what she is doing. She is deliberate and focused. Her motivation is simple- that is, her love for her alma mater. Let's get real, FAMU has been suffering from rigor mortis for over 3 decades. Dr. Bryant has merely turned on the light of truth to resuscitate FAMU back to life. After successfully navigating the challenging political and social order in sophisticated and cosmopolitan South Florida, FAMU should not pose any difficulties. This is much ado about nothing. Let Dr. Bryant clean the house and establish the necessary safeguards to ensure FAMU's academic integrity in the future. This is a labor of love.

    First of all Castell Bryant was NEVER the president of Miami Dade Community College now called Miami Dade College.

    Her correct title was campus president, after serving as dean of students. Campus president would be something similar to Dean of the College of Arts and Sciences at FAMU.

    Secondly, Dr. Eduardo J. Padron is the College President of Miami Dade College. Miami Dade College has eight (8) campuses. St. Petersburg College another major college in the state of Florida and the first to transition from a community college to a college has some eleven (11) campuses.

    Dr. Bryant was so destructive in south Florida, that they removed her from any major epicenter and relocated her in the boom docks.

    She was ineffective then, just like she is now. If she was worth a ----, she would not have feared going through a REAL search and screening process, however, she and Corbin manipulated the BOT behind the scences and she was appointed and not selected to lead FAMU. REPEAT, she was appointed and not selected to lead FAMU.

    This was the crux of the discussion lead by Randy Hanna, Barney Bishop and Regina Benjamin during this dog and pony show orchestrated by Corbin and Castell. These individuals new that Castell was not qualified to lead FAMU, but were out numbered by the shennighans and back door machinations of James Corbin (the puppet master).

    If this is Rufus Little again, go and read the Florida Statutes. Better yet, make sure you have completed the responses to those audit findings that are due on June 23, 2006. Rufus you are not consider an attorney in the state of Florida until you pass the DAMN bar. This not Mississippi your home state. If you want to practice law as an attorney in Mississippi then take you butt to MS.

    I digress...... Castell's has never risen to any level of prominence in higher education. CEO's of major community colleges do not reference her style of management or try to emulate. She is not known for any issue or even considered an expert on any matter dealing with higher education no where in the 50 states. Search the web and you will come up blank on any paper, refereed journal article, paper presented at a national conference on higher education, or a quote that would distinguish Castell from 100's of other leaders in higher education, as a member of SACS review committees, a fellow at American Council on Education, etc.

    She is a FRAUD plain and simple. Any search on Castell is linked to her almost 2 year tenure at FAMU and 99.9% of those are negative and adds no substance to any issue in higher education. But serve as a warning to any organization that maybe considering someone that exhibits her behavior.

    My suggestion to you is to let Castell clean house in Jasper, Florida. She has loved us to death.

    Could you give specific examples to the rigor mortis the university was suffering from? It appears FAMU was thriving under Dr. Humphries, with increase enrollments, black scholars, very prestigous business school, etc.

    In other words, enrollment of fulltime students increased 65% during the 14 years of "rigor mortis" (or "BC," as she likes to say) and fell 7% in the first year of her sterling leadership! I wish I could pick stocks that were always as dead as the "BC" FAMU!

  16. The numbers don't lie. There was constant growth in student enrollment until Castell Bryant marched in and shut down the recruitment program. What type of sense does it make to gut a program that is PRODUCING REVENUE FOR THE INSTITUTION???

    Bryant is on a mission to incrementally destroy Humphries' legacy. It's amazing that there are still FAMUans who still think everything is okay because FAMU is still #1 in producing blacks with baccalaureate degrees.

    Wake Up!

    FAMU still might be #1, but we are losing ground. We are enrolling less students, which means we will be awarding less degrees.

    Harvard has the #1 endowment in the U.S. ($25B). If Harvard's endowment decreased because of financial mismanagement and Yale began to steadily close the gap, then Harvard's university community would be calling for blood.

    The same thing is happening to FAMU. FAMU is still, for the time being, #1 in granting 4-year degrees to blacks. However, FAMU is losing ground because of the declining student enrollment. Howard and NCCU are beginning to close the gap. In fact, give NCCU 2-3 more years and they'll be the new #1 powerhouse for awarding baccalaureate degrees.

    It's not enough to simply be #1. You have to have leadership that is competent enough to keep that growth CONSTANT. We do not celebrate backsteps -- even if we remain #1 despite those backsteps.

    Really, then tell Castell to give the frickin $85,000 back to reduce the $10M deficit and donate her $300,000 salary to her $10,000,000 campaign. Then take her sophisticated cosmopolitan hinny back to Jasper and watch reruns of cowboy movies.
