This past year, Congress sent more than $1.7 billion to nearly 550 colleges and universities in earmarks in the 2023-24 federal budget. Although a few institutions received tens of millions for projects, the median payment for institutions was $1.25 million, according to an analysis.

Universities have used federal earmarks, now called“ congressionally directed spending,” which returned in 2021after a decade-long ban, to advance strategic goals, repair facilities and address challenges in their communities.

Among HBCU receiving earmarks: Claflin University (SC) received $17.4 million to construct a new bioscience research center, Jackson State received $4 million to fund a Center for Supply Chain Management Morris Brown College received two earmarks totaling $2.9 million ---$2.4 million “to support academic programs” and $500,000 to repair historic Fountain Hall.  Tennessee State University also received two earmarks totaling $3.5 million -- $3m to renovate a biological sciences research building  and $500,000 to expand opportunities for students to attend college and prepare for independent living and employment.  South Carolina State University received a $4m earmark to repair its ROTC Building.

The earmark for Morris Brown College represented the largest infusion of federal cash it has received in over the 20-years.  The earmark was a joint effort of Senators Raphael Warnork and Jon Ossoff.

Of the nearly 550 colleges and universities receiving earmarks this year, FAMU didn’t receive any. The full searchable database of federal earmarks to colleges and universities in here.

  1. This is a stark reminder that representation matters in shaping the future of our institutions. Unfortunately, Florida A&M University (FAMU) received zero dollars in federal earmarks awarded to universities nationwide. Meanwhile, to name a couple of examples: Rep. Clyburn was able to secure a much-needed hall for Claflin University and South Carolina State, and the duo of Senator's Ossoff and Warnock from Georgia successfully secured critical funding in support of Morris Brown College. These disparities highlight the importance of having leaders in positions of power who understand and prioritize the needs of our communities. We need more champions for HBCU's who will fight for equal funding and opportunities for all students, including "ours".
