FAMU to streamline payroll process and beef up training

FAMU officials cited inefficient processes, ineffective reporting, late personnel documents, lack of payroll process knowledge and a lack of a centralized hiring authority as reasons why 242 employees did not receive their pay checks last week.

"I promised early on in my administration that fiscal integrity will be one of my highest priorities and I was very serious about it," FAMU President James Ammons said in a news release. "We will begin to hold employees accountable for not following the procedures."

Ammons said if the problem continues, administrators must look at additional staff changes.

  2. Once the accreditation cloud is removed and cleared up...the assessment and streamlining of processes needs to be implemented in ALL departments of the university. A thorough rake through the entire organization is needed. However, this is a good start Dr. Ammons! Keep it up.

  4. Thank YOU! I hope he is serious about cleaning up all of the apathy and incompetence surrounding human resources and payroll - even to the school and department level. The college (not HR) messed me up a few times. I HOPE that they are held accountable.

  5. When I was a student worker at FAMU, way back in the late 70s, I knew better than to write checks before I had my lil' money in my hands. When I could physically hold my paycheck and take it to the bank, then I figured I was safe. Then, after years in another profession, I returned to the university as an adjunct professor, and the late/missing paycheck issues were still prevalent, because I often went weeks w/o a paycheck. Now, as a faculty member at FAMU, those old 70s days and 90s adjunct days still resonate with me. I don't go writing checking and spending $$ that I don't have, physically, in my hand. I learned my lessons the hard way. The more things change, the more they remain the same.

  7. Dr. Ammons did not fire the culprits but it is known that some were sent home on admin. leave. Since it is a personnel issue, you probably won't read about it.

  8. being held accountable does not always mean you are fired on the spot. Either you are put on leave pending some fact-finding (like Mike Vick), or you are held on the team just to make sure we get your institutional knowledge before we fire you.

    Re: Funding Reqnest to Task Force on FAMU Finance & Operational Control Issues
    Dear President Ammons:
    You have requested that the Task Force consider Florida A & M's July 20,2007 request for
    $758,800 to fund elements of FAMU's corrective action plan for IT services. As you know, our total
    appropriation (before discount) is $1,000,000.00
    The funds appropriated by the Legislature to the Task Force are restricted to providing a
    "comprehensive review of the financial operations of Florida A & M" (Special Appropriation 170 A).
    The Board of Governors broader charge and mandate is that the Task Force provide oversight and
    technical support to the university focused on restoring public trust in FAMU's ability to manage its
    finances and operations. We do not believe that direct funding support for FAMU's corrective action
    plan without oversight of the funded actions and an assessment of likely outcomes is consistent with
    the appropriations proviso language and the Task Force's stated mission.
    As you know from the Task Force Work Plan outlined on the recent conference call meeting
    of the Task Force, we did suggest assisting in the IT area to support the work of FAMU. We are open
    to discuss coordination of our Work Plan strategy in a manner that might further certain of the
    objectives of your proposal while adhering to our oversight role. In that regard, I have asked Mr.
    Derry Harper to contact you to discuss a means of collaboration on this issue.
