FAMU loses budget control of FAMU-FSU College of Engineering after 28 years
FSU President John Thrasher used Mangum to help him put an end to FAMU’s budget control at FAMU-FSU College of Engineering
(COE). His effort was boosted by Mangum's failure to understand the fact that FAMU
had been in charge of the money for 28 years.

“Mangum Building” at FAMU President’s House
A $71,529 stand-alone garage was added to the FAMU
President’s House without a vote of approval by the Board of Trustees after the
start date of Mangum’s contract (April 1, 2014). The employment agreement between
Mangum and the BOT stated that: “Dr. Mangum shall obtain prior approval from
the Board (or its designee) for any capital improvements or repairs to the home
or its grounds which have a project cost over $10,000.”
On October 22, 2015, Mangum narrowly avoided being fired for
cause over the renovations.
