FAMU trustees say Mangum only met 64% of expectations for 2015-2016

The draft summary of FAMU President Elmira Mangum’s 2015-2016 evaluation by the Board of Trustees (BOT) says she only met 64 percent of the expectations for that year.

Most FAMU trustees gave Mangum a “Does Not Meet” expectations rating for four out of the eleven categories on her annual evaluation. The four categories were external relations, internal relations, board and governance relations, and personal characteristics and values.

Those final three categories were also the ones on which Mangum received a “Does Not Meet” expectations rating in her 2014-2015 evaluation. That year, the majority of the trustees also gave her a “Does Not Meet” expectations rating on organizational management. But she improved in that category to “Meets” expectations for 2015-2016.

The BOT evaluated Mangum on eleven categories for 2015-2016 instead of just ten the previous year. This is the second straight year that Mangum did not receive an “Exceeds” expectations rating from the BOT on any the categories in her evaluation.

Back when the BOT discussed Mangum’s evaluation in 2015, then-Chairman Rufus Montgomery said: “On a scale of 1 to 100, when you fail four categories, that gives you a 60 percent.”

Mangum continues to see her own performance very differently from the BOT. She did not give herself any “Does Not Meet” expectations ratings in either of the two annual self-evaluations she has completed. She gave herself an “Exceeds” expectations rating on five categories in 2014-2015 and four categories in 2015-2016.

The BOT and Mangum will discuss the draft evaluation next week on August 24.
