Despite the Law the Challis & Castell Show Continues

Early this year we reported that Challis Bowers Lowe did not receive senate confirmation and may have be serving "illegally" on FAMU's Board of Trustees. Well, the verdict is still out and Jeb Bush seems adamant about not renaming a replacement for her. We are told that Jeb is in full support of Lowe Challis and very appreciative of everything she has done for and to FAMU.

We also pointed out that Lowe's tenure as chair had come to an end and the FAMU BOT would have to reelect her in accordance with Florida Statutes. See:Florida Statutes. It clearly states that the chair is selected at the first board meeting following July 1 and may serve a second term if reselected. However, at the first meeting after July 1 (FAM-gate), a selection was not done.

With Mrs. Corbin-Lowe as Castell's chief protector, it's no wonder the resident (umm interim president) is able to get away with so many blunders, lies, deficits, and lawsuits. Further, the recent after-the-fact revelation that the resident obligated the University to pay KPMG an additional $1.9M , without Board approval is in and of itself grounds for dismissal. If any other president within the SUS had exhibited such series of gross blunders and gervious behavior we all know what the outcome would have been.

Remember Mrs. Lowe's lecture on Sarbane Oxley just before Mr. Gainous was fired? Unlike Gainous, Castell was cognizant of her actions and fully aware that a contractual commitment of this amount required board approval. It’s amazing that only three board members (Benjamin, Diallo & Holmes) expressed concern and took issue with the resident’s actions.

What is more amazing is why hasn't this board selected/reselected a new chair as the Florida Statutes required? Again, this is the same board that will be responsible for selecting the next president and sending this resident on her way. How much will it cost the university this time with everyone asleep at the wheel? Another $80,000 bonus for the resident along with a $50,000 annuity, a trip around the world in lieu of the damage she has committed at FAMU, and a Rolls Royce to drive along the dirt roads of Jasper or maybe tenure in a new program named after her in the newly created College of Vocational Education?

With this board anything is possible.

  5. Regarding the Sarbanes-Oxley Act of 2002, is FAMU a "public company board" or does it fit into the other definitions assigned by the S-O Act? Is this why perhaps the BOT has not adhered to this policy/act?

In ’03, NACUBO met with respect to issues raised by SOA and came away from that meeting with the understanding that colleges and universities should adopt certain aspects of the Act as best practices. To take it one step further, higher education institutions that receive federal funding (FAMU) must follow the GAO government auditing standards. These are some of the standards set forth in SOA. Perhaps, i.e., this is why the board has taken certain actions regarding the company that does the audit of the foundation.

    Also, the Florida Auditor General sent out a memo regarding this Act several years ago. It’s nothing new, and they are applying those principles that are relevant to state agencies, especially those that receive federal funding.

    With that said, there certain SOA principles that our board and others must adhered to.

    You have got to be kidding!!

    Although I have been critical of some of RN's occasional "Snoop & Scoop" journalism - [i]& sometimes rehashing of negative slants on some topics that would be better left for dead[/i] - in all fairness to them, if they didn't bring this one up, NObody would even know of this - or care ...

    ... And for the most part, unfortunately, FAMU's "Klondike Kourt" of a BOT has rendered itself so irrelevant in the minds of some that nobody is gonna bring this up anytme in the future either - or care!

  12. Impeach Jeb? See how ridiculous the comments are. What sense does it make to say such ridiculous things? I know that many of us feel slighted and ignored and invisible and helpless when it comes to feeling that we are a part of the university and are unable to do anything about what transpires--other than let our feelings be known--but what's the point of just writing anything here, with the knowledge that what's written is neither an informed or sensible commentary?

    I'm sure this one is just made up, ain't no way we are going to do some Trade School type stuff.

  17. It will be scary if any campus building or academic unit is ever named after Castell Bryant. What a disgrace!

    Word is that James Corbin wants the new DRS named after him. With Corbin's vanity, I wouldn't be surprised if he also wanted a statue to go along with it.
